I will now take the instructions which AuntBetty usually gives since they are usually very easy to understand. Here it is.

okay, now that you have this little package, all you gots to do is put the DXMP_Arctic.dx in your Maps folder for
Deus Ex. Then edit your deusex.ini where you have a list of maps and look where it says

[DeusEx.dxmaplist]
Maps[0]=DXMP_Silo
Maps[1]=DXMP_Area51Bunker
Maps[2]=DXMP_Cathedral
Maps[3]=DXMP_Cmd
Maps[4]=DXMP_Smuggler

and at the end of all these maps you have blank maps(#) selections, just add DXMP_Arctic to it
then you need to go where it says

MapSizes[0]=(6-10)
MapSizes[1]=(8-14)
MapSizes[2]=(8-14)
MapSizes[3]=(12-16)
MapSizes[4]=(2-6)
MapSizes[5]=(2-6)
MapSizes[6]=(2-6)

and at the one with the corresponding # to what you put DXMP_Arctic on,
put (2-16). Actually, I recommend that you put in (2-8) for DXMP_Arctic, but it is your choice.

This map is actually easier to play without your visaug on. You can see white figures in the fog. It is quite fun as far as
my testing of it went with endar and elric and everybody(our teammate). Thanks also to DJRich, you helped tons in the testing.
